Norton periodically says it has a problem to which it give the error message code of 0x000003EE.?

I have removed and reistalled Norton but the message reappears. On running the m/c down the message disappears but returns later. The norton screen shows ared dot on virus protection when the error message is there.I am having a simultaneous problrm with outlook express with an error number of 0x800CCC0f. Could these be connected?
